Why Joomla!?
Joomla! is an open source content management system that is both customizable and user-friendly.
For me, updating HTML and CSS is easy, but then again, I've done this for years. Not everyone who has a website has the desire to learn HTML, CSS or, going up a level, PHP. Yet there are many people out there who'd like to update their own websites: businesses that can't quite afford their own web developer (monthly maintenance fees, content creation fees, etc.); businesses that have a dedicated in-house person for content/technical updates; and so on.
That's where a content management system such as Joomla! comes in handy. Not only does it give a business some modicum of control over its website, but it is also cost efficient since its open source. There is no upfront cost to purchase it and there is a large developer community to support it.Open source software is a great way to go, but it's not for the technical faint of heart. There are security issues to keep track of, databases to manage and backup, cross-browser design issues (although this may be soon a thing of the past... fingers crossed... 
), plugins and extensions, and custom needs.
